TO DEVELOP, FOSTER AND MAINTAIN SOUND AND ENLIGHTENED PUBLIC RELATIONS AND WITH OTHER AGENCIES AND ORGANIZATIONS HAVING A RELATIONSHIP WITH LAW ENFORCEMENT.
